Moody's: NYPA Prepared and Survives Sandy's Wrath

New York, November 06, 2012 -- Moody's Investors Service reported that the New York State Power Authority's (NYPA) operational and financial position was not significantly affected by the wrath of Storm Sandy and it is well positioned to manage any aftermath issues. Moody's rates NYPA Aa2 with a stable outlook.

Moody's reported that operationally NYPA was relatively unaffected with all of its generating units undamaged and available for service, except for a small unit in New York City that was already out for scheduled maintenance. NYPA's upstate generation assets including its hydro-electric units were also not impacted. Also, the Astoria Energy II generation facility, which NYPA doesn't own but purchases the output from on behalf of its New York City governmental customers, was also forced off line due to a Con Edison substation outage, but is now back on-line.

NYPA's transmission assets including over 1,400 miles of transmission lines were also fully in service except for problems with the Q35 M line which runs from NYPA's Poletti site under the East River into Manhattan. Damage to the Q35 M may have occurred when Con Ed's 13th Street Substation went down. NYPA is assessing the extent of the damage to the Q35 M line and the Astoria II facility.

NYPA's financial position was relatively unaffected from Storm Sandy with minor impact on the authority's cash flow from storm related costs. NYPA does expect some reduced power sales with its New York City governmental customers but NYPA's energy cost adjustment mechanism (ECA) should result in minimal financial impact. All NYPA customers including New York City governmental customers are up to date on their bills.

NYPA's operating funds days cash on hand is close to 200 days and NYPA expects to meet its forecasted 2012 debt service coverage target of 2.50 times.

Given the storm's destructive path and damage to the region's distribution and transmission assets, Moody's expects greater focus will be given to Governor Cuomo's recently announced Energy Highway Blueprint which projects $5.7 billion public and private investments in new energy and transmission capacity improvements. Over $2.5 billion is slated for existing and new transmission projects to improve reliability. NYPA is expected to have a leading role in this initiative, which was announced October 25.
