Enrollment is expected to be stable due to the presence of many large and stable medical and higher education institutions in the city, and a growing tech industry in the City of Omaha (Aa2 stable). Finances are expected to remain strong and stable. Solid reserves and strong fiscal management help to offset the district's very high long-term leverage. After the approval of voters for $831 million in new debt since 2014, the district will pause on additional capital borrowing for at least three years, though during that time the required pension contributions from the district will to continue to grow.
