MOODY'S ISSUES REFINEMENTS OF FINANCIAL STRENGTH RATINGS FOR U.S. BANKS TO REFLECT NEW CATEGORIES AND REVISED DEFINITIONS

Moody's Investors Service has refined its bank financial strength ratings (BFSRs) for U.S. banks to implement the new minus sign modifiers and revised BFSR definitions that the rating agency announced last week. The ratings refinements are intended to permit greater differentiation among the relative financial strengths of financial institutions globally, the rating agency said. The ratings refinements do not reflect any change in the credit profile or financial strength of the banks affected.


Over the next few months the new BFSR rating scale will be applied to more than 800 banks around the world on a country-by-country basis. Moody's first detailed the revised BFSR definitions in a press release dated February 28, 2001.


As a part of today's ratings refinements, Moody's has also raised the BFSRs of a number of smaller U.S. bank affiliates of larger U.S. banking organizations. The BFSRs of many of these banks had previously been below the BFSR of their lead bank affiliate. The BFSR was lower because of the smaller size, more limited geographic diversification, and more limited market share of these smaller bank affiliates. However, the franchises and management of these smaller affiliates are far less separate than they once were. Today most large banking organizations in the U.S. are managed centrally. While they may continue to maintain separate legal banking entities for local tax and regulatory reasons, all of the bank affiliates operate with a single, unified brand, on the same operating platforms, with the same back office facilities, product offerings, and senior management. The intrinsic financial strength of these smaller bank affiliates is therefore inseparable from that of their lead bank affiliates. Today's refinement raises the BFSRs of most U.S. small bank affiliates to equal BFSR of their lead bank affiliate. The principal exceptions to this are those bank affiliates that are managed separately and/or are involved in a distinct business or product line, such as credit cards.


BFSRs represent Moody's opinion of a financial institution's intrinsic safety and soundness and can be understood as a measure of the likelihood that a bank or other financial firm will require assistance from third parties, such as its owners or official institutions. Factors considered in the assignment of BFSRs include bank-specific elements such as financial fundamentals, franchise value, and business and asset diversification. Unlike Moody's Bank Deposit and Debt Ratings, BFSRs do not directly address the probability of timely payment. BFSRs do not take into account the probability that the bank will receive external support, nor do they address risks arising from sovereign actions that may interfere with a bank's ability to honor its domestic or foreign currency obligations.
