Moody's: Chinese property developers continue to face tight liquidity as refinancing needs remain high

Hong Kong, June 29, 2018 -- Moody's Investors Service says liquidity remains tight for Chinese property developers, driven by the strict regulatory environment, high refinancing needs and an expected slowdown in sales growth in the coming 12 months..

"Chinese developers continue to face tight liquidity amid strict onshore credit conditions, but we expect most of our rated developers will be able to refinance their upcoming bond maturities," says Celine Yang, a Moody's Assistant Vice President and Analyst.

Moody's points out that around $45 billion worth of onshore bonds and $17.1 billion of offshore bonds will mature or become puttable in the next 12 months for the rated Chinese developers.

Meanwhile, both onshore and offshore bond issuance slowed in June and May from the high levels recorded in April 2018, while average funding costs increased.

Moody's conclusions are contained in its just-released report "Property -- China: Rated high-yield developers' liquidity remains tight".

Year-on-year national contracted sales grew to 11.8% in May 2018 from 8.3% in April 2018 on a trailing-three-month value basis, driven by an increase in both sales volumes and property prices.

However, Moody's expects property sales growth to slow over the next 12 months, driven by tight regulatory controls on bank financing for home buyers and softer demand compared to 2017.

The market share of the 29 developers that Moody's tracks -- and out of the 60 it rates -- remained at around 39% on a trailing 12-month basis. Moody's expects their market share will increase to about 45% by the end of 2018, because of their better access to funding, stronger sales execution and established brands.

And the top three tracked developers in terms of sales value -- Country Garden Holdings Company Limited (Ba1 stable), China Evergrande Group (B1 stable) and China Vanke. Co., Ltd. (Baa1 stable) -- had a combined market share of 20.0% in the first five months of 2018, compared with 17.9% for the same period in 2017.

Of the 60 developers that Moody's rates, 48 had stable outlooks as of 28 June 2018, two had positive outlooks, and 10 had negative outlooks.
