Portuguese RMBS Indices -- October 2010
London, 20 December 2010 -- The performance of the Portuguese residential mortgage-backed securities
(RMBS) market was stable in October 2010, according to the latest
indices published by Moody's Investors Service.
Moody's 60+ day delinquency trend has remained at 1.4%
since July 2010. In October, outstanding defaults (360+
days overdue, up to write-off) were approximately at the
same level as in July at 1.7%, but were still higher
than the 1.4% recorded in October 2009. Weighted-average
cumulative losses -- defined as the difference between the
cumulative written-off amounts and cumulative recoveries when the
realised losses are not available -- have remained unchanged
at 0.7% of the original outstanding balance since July 2010.
Furthermore, most Portuguese RMBS transactions benefit from a provisioning
mechanism, whereby excess spread is captured to provide for future
losses on highly delinquent loans, before the losses are actually
realised.
At present, the reserve funds in six transactions are below their
target levels.
There was one new issuance rated by Moody's in the Portuguese RMBS
market since December 2009. Nostrum Mortgages No.2 issued
approximately EUR4.00 billion of rated notes, originated
by Caixa Geral de Depositos, S.A. (A1/P-1,
on review for possible downgrade).
A total of 31 Portuguese RMBS transactions have been launched and rated
by Moody's since 2001. As of November 2010, 29 Portuguese
RMBS transactions were outstanding in this market, with a total
pool balance of EUR23.8 billion, compared to EUR22.4
billion as of November 2009.
On 13 July 2010, Moody's downgraded Portugal's rating
to A1 from Aa2, stable outlook. On 9 December, Moody's
placed several Portuguese banks on review for possible downgrade (link

In Q3 2010, the Portuguese economy grew 0.4% quarter
on quarter (1.5% year on year), marking the third
quarter of uninterrupted growth. However, the outlook for
economic growth does not look strong. We expect full-year
GDP growth in 2010 of 0.8%, followed by 0.1%
in 2011. In order to meet the goal of 3.0% government
deficit to GDP by 2012 from a peak of 9.3% in 2009,
the scale of fiscal tightening will have to be substantial. The
2011 budget plans to freeze public-sector hiring, to cut
public-sector wages by 5% and increase the value-added
tax rate to 23% from 21%. These measures will weigh
on final demand and reduce household disposable income.
Although house prices had remained relatively stable in the first half
of 2010, house prices have resumed falling in the second half of
the year, standing at 1.3% lower in October 2010 than
a year ago (Source: Instituto Nacional de Estatistica). The
austerity measures will place further downward pressure on the housing
market as affordability becomes constrained. The weakness in house
prices will contribute to losses on foreclosed properties.
