Moody's assigns A1 to Charleston County Airport District's (SC) Series 2019 bonds; stable outlook

Series 2013 bonds affirmed at A1

New York, January 11, 2019 -- Moody's Investors Service has assigned an A1 rating to Charleston County Airport District's (SC) approximately $80 million of Airport Revenue Bonds, Series 2019 (Non-AMT). Moody's has affirmed the A1 rating on the district's approximately $170 million of Series 2013 bonds. The outlook is stable.

RATINGS RATIONALE

The A1 rating reflects the district's strong growth trend, strong financial margins and liquidity, recent increases in debt and airline cost per enplanement (CPE) following a large terminal improvement program, and continued capital investment to accommodate increased passenger activity.

Passenger enplanements at Charleston International Airport (CHS) have increased at a CAGR of 7.3% over the last 10 years (fiscal 2009 to 2018), driven by a strong service area economy and the airport's leading market position within the primary air trade area. Enplanements have increased at a CAGR of 8.3% over the last five years (fiscal 2014 to 2018), reflecting the benefit of five new passenger gates from the Terminal Redevelopment and Improvement Program (TRIP) in fiscal 2016, and enplanements are forecast to increase 14.5% in fiscal 2019. The passenger growth has supported robust financial performance, lowered the trajectory of rising airline CPE from the recent capital program, and positioned the district well to accommodate the current borrowing.

The high activity levels are narrowing capacity in parking and, increasingly, at terminal gates during peak periods. In fiscal 2019, the district will begin construction of a project to add parking capacity, and, over the next five years, the district may begin to add terminal capacity. These projects will likely limit the district's ability to deleverage or restore CPE to historical levels, but we expect CPE will remain stable at current levels, and that the district's financial margins and liquidity will remain strong.

The Series 2019 bonds will fund approximately $70 million of the $90 million cost to construct a new multi-level parking deck with 2,400 spaces of public parking on levels 2-5 and 450 spaces for rental car operations on level 1. New parking capacity is needed to enable future passenger growth, and the project will also facilitate development of a third concourse (Concourse C) on the site of the current rental car lot. The 30-year bond will be paid from non-airline cost centers, which have lower revenue certainty and no recovery, which exposes the district to risks from future mode shifts or changes in vehicle usage patterns. The district expects to raise the Customer Facility Charge (CFC) rate by $1.50, to $5.00 from $3.50, in March 2019, which would provide an incremental $2 million of revenues based on the 1.28 million rental car transaction days in fiscal 2018. The increased CFC revenue will provide a partial offset to the estimated $5 million of maximum annual debt service on the 2019 bonds, and the district's strong debt service coverage, liquidity and long-term passenger growth prospects support resilience to adverse impacts on parking demand from evolving automotive trends such as ridesharing.

RATING OUTLOOK

The stable outlook reflects our view that the district is well positioned to maintain strong debt service coverage ratios (DSCRs) and liquidity over the next 12-18 months, which will be supported by continued healthy travel demand and air service supply. Funding the parking deck will have limited impact on liquidity, no impact on CPE and will lower the district's currently strong DSCRs to still healthy levels.

LEGAL SECURITY

The Series 2019 bonds are secured by a senior lien on pledged net revenues, which include CFCs. The bonds are additionally secured by a cash-funded common debt service reserve required to equal to average annual debt service, and by a covenant to maintain 1.25x coverage of aggregate annual debt service from net revenues and rolling coverage (limited to 25% of aggregate annual debt service).

USE OF PROCEEDS

Proceeds will provide approximately $70 million, and the district will contribute $20 million of accumulated CFC cash, to construct a new multi-level parking deck with 2,400 spaces of public parking on levels 2-5 and 450 spaces for rental car operations on level 1. Proceeds will also fund capitalized interest through the anticipated completion date (December 2020) of the project, as well as a deposit to the common debt service reserve account.

PROFILE

Charleston County Airport District owns and operates Charleston International Airport (CHS), a small hub O&D airport and the principal revenue property of the district. In addition to CHS, the district operates two general aviation airports, Mount Pleasant Regional Airport and Charleston Executive Airport.

CHS is operated by the district under a joint use agreement with the United States Air Force (USAF). The USAF owns and operates the airfield as part of Joint Base Charleston and the district owns approximately 1,500 acres for civilian aviation use, including passenger, cargo, general aviation, and aircraft manufacturing uses.

CHS is located in North Charleston, at the center of the Charleston MSA. The airport has two runways of 9,000 feet and 7,000 feet in length. The terminal building consists of two concourses, A and B, which have five and 10 gates, respectively. CHS has a total of 4,700 public parking spaces across a three-level parking deck, a surface lot and two overflow lots. The airport is served by seven rental car brands, six (Alamo, Avis, Budget, Enterprise, Hertz and National) on-airport and two (Dollar and Thrifty) off-airport.

CHS is the largest airport in South Carolina, with 2.1 million enplaned passengers in fiscal year 2018.
