Moody's places on review all ratings of securities issued by U.S. closed-end funds based on revised methodology

New York, May 02, 2012 -- Moody's announced today that it placed on review for possible downgrade the ratings of 243 securities issued by closed end funds (CEFs), based on Moody's revised CEF methodology, which was published earlier today and applies now to all CEF securities the agency rates (a link to the rating list is provided below).

RATINGS RATIONALE

UPDATED METHODOLOGY

The updated methodology is substantively consistent with the methodology proposal that was published in November 2011 and on which Moody's requested market feedback.

The primary objectives of Moody's revised methodology for rating debt and preferred stock issued by CEFs are:

(1) to update the advance rates used to assess risk-adjusted fund leverage to take into account asset volatility seen during the 2008-09 financial crisis; (2) to assess the unique features of CEFs, including the weaker nature of preferred and other junior securities; (3) to establish a set of objective measures that will be used consistently in a composite evaluation of key rating factors for CEFs (e.g., leverage, asset quality and coverage) using standardized metrics; and (4) to consider adjustments based on qualitative factors, such as liquidity management and the commitment of the investment advisor to the CEF product and the quality of its investment management practices.

RATING REVIEW

Moody's placed 243 securities issued by CEFs on review for a possible downgrade. During the rating review, Moody's will apply the updated methodology to all CEF securities' ratings, and if appropriate, modify the ratings under the updated methodology.

As explained in the methodology proposal published in November 2011, it is expected that the application of the updated methodology would result in lower ratings for most CEF-issued securities, with the ratings of those that invest in municipal securities typically in the Aa range and those invested in other assets, such as real estate investment trusts (REITs) and equities, clustered in the A range. A substantial number of the expected downgrades would result from positioning preferred stock ratings one notch below a CEF's senior implied rating.

Moody's noted that short-term ratings of securities issued by CEF will not be affected by this rating review, as they are directly linked to the rating of the respective security's liquidity provider and are therefore not affected by the new methodology.
