  • ERCOT redesign aims to improve reliability, even as it prolongs reliance on fossil fuels
    Implementation of a performance credit mechanism (PCM) for the ERCOT electric grid would be credit positive for public power utilities and cooperatives that own generation if it improves grid reliability and resilience to extreme weather events. The Public Utility Commission of Texas voted last month in favor of adopting an ERCOT PCM, but key details of the framework need to be ironed out and the PCM itself is a new and untested concept. The proposal now goes to the Texas Legislature for consideration.   Full Report​​

  • New federal supports help municipal issuers bridge gap to broader economic recovery
    The Coronavirus Response and Relief Supplemental Appropriations Act enacted by Congress contains several provisions that are credit positive for US municipal issuers. These include direct payments to individuals and an extension of core and enhanced unemployment benefits that will support consumers and sales taxes; small business loans that will help avert some business closures; and grant funds for K-12 school districts, higher education and mass transit enterprises.   Full Report​
