In this week’s Asia Pacific Weekly, we take a close look at the global issuance volume of contingent capital securities for 2015, which fell sharply by 42% from 2014, but remained dominated by Asian -- particularly Chinese -- and European banks.

We also answer the frequently asked questions regarding the support assumptions for senior unsecured debt Instruments issued by Japanese megabanks. In particular, we examine Moody’s assumption of government support, which can only be invoked to support solvent financial institutions.

And our Asian Liquidity Stress Index fell slightly to 30.9% in January 2016 from 31.1% in December 2015 due to an increase in the number of overall issuers.

FAQ: Support Assumptions for Senior Unsecured Debt Instruments Issued by Japanese Megabanks
[10 Feb] Based on our assumption that the government will provide pre-emptive liquidity and capital support under the Deposit Insurance Act (DIA) Article 126-2, Paragraph 1, Item 1(Item 1) -- which can only be invoked to support solvent financial institutions -- it is our understanding that government support benefits the financial entity, and is not specifically targeted at protecting deposits, rather all creditors benefit equally.

Longfor Properties and Country Garden — Peer Comparison: Longfor's Credit Metrics Are More Resilient but Country Garden Benefits from Scale
[05 Feb] Longfor and Country Garden share similar strengths, including good contracted sales and disciplined land acquisition strategies. However, Longfor's stronger interest coverage, lower cost of funds, longer funding access track record, and growing recurring income stream suggest that its credit quality is moderately better than Country Garden's.

Asian Liquidity Stress Index
[05 Feb] Our Asian Liquidity Stress Index fell slightly to 30.9% in January 2016 from 31.1% in December 2015 due to an increase in the number of issuers. The number of rated high-yield companies with the weakest speculative-grade liquidity score of SGL-4 remained at 38 month-on-month, while the net number of rated high-yield companies increased to 123 from 122.

[03 Feb] Global issuance volume of contingent capital securities for 2015 fell sharply by 42% from 2014, but remained dominated by Asian -- particularly Chinese -- and European banks. The primary reason for the fall to $101 billion from $175 billion was lower issuance by Chinese banks -- driven by persistently weak market conditions and a slower pace of balance-sheet growth that may have reduced their short-term capital requirements.
