This week we report on the results of a poll among 210 market participants at our annual banking conferences in Hong Kong and Singapore, which showed most respondents believe that broad credit conditions are stable for banks in Asia Pacific, with a positive bias. Moody’s is of the same opinion, and had accordingly revised its outlook for APAC banks to stable from negative in early July.

We also affirmed this week the ratings of seven Indian public sector banks, and downgraded the ratings of another two, reflecting our view that the extent of support that the Indian government would provide to some banks is likely to be lower than what we had previously assumed. In line with this view, we revised the outlooks on five banks to stable, and on three banks to negative. Our webcast tomorrow will discuss the factors driving these rating actions in more detail.

And earlier this month, China concluded its National Financial Work Conference, which sets financial policy direction every five years. Official statements emphasize policymakers’ focus on limiting systemic financial risk across the economy and, on their key priority, deleveraging state-owned enterprises (SOEs). We view the endorsement by China’s president and its top policymakers of these latest measures as credit positive for the sovereign, as it lends significant weight to existing measures and increases the likelihood that leverage in the economy generally, and SOEs in particular, will be monitored more closely.

On the events front, we have two briefings coming up next week in Auckland and Wellington that cover the New Zealand sovereign and banks. We also have a webcast next week, in Putonghua, on the declining and differentiating government support for Chinese local government financing vehicles.
