ASIA PACIFIC WEEKLY
17 – 24 Aug 2016

In this week’s Asia Pacific Weekly, we look at the rising level of credit risk for local government state-owned enterprises (SOEs) in China, as the central government encourages a greater role in the economy for market forces.

Our findings are covered in two reports published today: one on the key factors that shape the standalone credit strength of these SOEs and another on our approach to determining the rating uplift for such entities, which we refer to as government-related issuers (GRIs). In addition, our webcasts next week (in both English and Putonghua) will also address the topic in detail.

Last week, we changed our outlook on Australia’s banking system to negative from stable, to reflect our expectation of a more challenging operating environment ahead for the banks. In addition to the report, you can also listen to a replay of our teleconference on the rationale behind the change in outlook here.

Finally, we will hold a webcast tomorrow on South and Southeast Asian high-yield corporates and their ability to manage their substantial US dollar debt exposures.

For full details on all our upcoming events as well as replays, please refer to the list below.

Australian Unregulated Utilities: Increased Price Volatility to Benefit Flexible Generators
[24 Aug] High but volatile power prices over the next 12-18 months will benefit power generators able to rapidly adjust output in response to such price swings, and put pressure on those that cannot.

Regional and Local Governments — China: Key Factors Shaping Standalone Credit Strength
[24 Aug] The baseline credit assessment of a regional or local government indicates our view of its standalone credit strength, which can be an important consideration in assessing its ability to support its GRI.

Regional and Local Government (RLG)-Related Issuers – China: Moody’s Support Assumptions for Entities Owned by Chinese RLGs
[24 Aug] We determine any rating uplift to a government-related issuer owned by an RLG based upon our view of the likelihood that the RLG will provide extraordinary support, if needed, to help the GRI avoid a default.

Sony and Panasonic: Peer Comparison – Panasonic to Maintain Credit Quality Advantage but Sony is Closing the Gap
[23 Aug] Panasonic’s more stable earnings structure, higher profit margins and lower leverage continue to underpin its three-notch rating advantage over Sony, but the gap between the two will narrow as Sony’s profitability is set to improve.

Government of India – Annual Credit Analysis: Baa3 Positive
[22 Aug] India’s credit profile is supported by the strong growth potential of its large economy and the high private savings rate which underpins the government’s access to domestic financing at relatively favorable terms.

Covered Bonds — South Asia and ASEAN: Covered Bonds Offer Viable Funding Option, Even in the Absence of Legal Frameworks
[22 Aug] Covered bonds could provide a viable option for financial institutions – both bank and non-bank entities – in South Asia and ASEAN to diversify their funding sources, even in the absence of relevant legal and regulatory frameworks for such instruments.

Banking: Australia Macro Profile: Very Strong-
[18 Aug] Australian banks benefit from operating in an economy with a very high degree of economic resilience, institutional and government financial strength and a low susceptibility to event risk.

Banking System Outlook - Australia: Negative Outlook on Slower Profit Growth, Increased Sensitivity to Shocks
[18 Aug] The change in outlook to negative from stable reflects Moody’s expectation of a more challenging operating environment for banks in Australia and beyond, which could lead to a deterioration in their profit growth and asset quality, as well as an increase in their sensitivity to external shocks.

Measures to Cool Rising Property Prices in Nanjing and Suzhou, China, Are Credit Negative for Developers
[18 Aug] The new measures, which apply to both homebuyers and property developers, will likely slow property sales and raise the funding needs of property developers with major operations in Nanjing and Suzhou.

Korean Builders' Declining Overseas Orders Are Credit Negative
[18 Aug] The decline will reduce Korean construction companies’ revenues, earnings and cash flow, because overseas markets account for a significant portion of revenue and earnings.

Government of Singapore: FAQ on the Fiscal Impact of Lower Returns from Government-Owned Investment Entities
[17 Aug] In particular, Singapore will meet its fiscal targets for 2016, based on the conservative nature of the government’s fiscal rules – which require it to run a balanced budget over its five-year tenure – and its large stockpile of existing fiscal reserves.

Moody’s Credit Outlook on 18 and 22 Aug

[22 Aug] Shanghai Electric Will Benefit from Broetje Acquisition; Russian Bank Investments in Unquoted Shares Will Require Central Bank Authorisation, a Credit Positive; Chilean Electricity Generators Get Low Power Prices in Auction; Intercontinental Exchange Divestiture Would Be Credit Negative.

[18 Aug] Korean Government’s Temporary Tariff Cut Is Credit Negative for Kepco; Korean Builders’ Declining Overseas Orders Are Credit Negative; Measures to Cool Rising Property Prices in Nanjing and Suzhou, China, Are Credit Negative for Developers; Ruby Tuesday Will Close Underperforming Restaurants in Planned Turnaround, a Credit Positive.
