ASIA PACIFIC WEEKLY

In this week’s Asia Pacific Weekly, we conclude that the inter-governmental Permanent Court of Arbitration’s ruling on maritime rights in the South China Sea has minimal immediate credit implications for China and the Philippines. However, the issue does highlight long-simmering territorial and maritime disputes in the broader Asia region.

We also take a close look at the operating environment for Australian banks, which face a growing number of headwinds due to increasing household leverage and persistently low interest rates, thereby raising the banks' sensitivity to shocks.

And we believe that India's Housing Development Finance Corp’s issuance of a masala bond -- a rupee-denominated bond in the overseas market -- will open the market for other potential issuers, particularly Non-Bank Finance Companies and Government Related Issuers.

We have also published two credit analysis reports; one on Taiwan and the other on the Asian Development Bank. Taiwan's economic strength -- which has been a key credit support over the past decade -- will erode somewhat as real GDP growth remains muted. And, in the case of the Asian Development Bank, its average borrower credit quality has remained stable since 2011, despite economic stress in Asia caused by the sharp and prolonged fall in commodity prices and the ongoing slowdown in China.

In terms of events, Moody's Global Teleconference Series: The Credit Performance of Infrastructure Debt will be held on 21 July.

And the2nd Moody’s, ICRA and NYU Stern Conference: Opportunities and Challenges for Indian Fixed Income Markets will be held in Mumbai on 3 August. The conference will include discussions on the state of the Indian corporate sector; lessons for the banking sector from the financial crisis; the role of bank boards on risk taking; and the experience of public sector divestment.

We will also hold briefings on New Zealand banks and covered bond sectors in Auckland on 2 August and Wellington on 5 August.
