Asia Pacific Weekly
May 2 - 9, 2018

This week we look at the approval in Australia of a restricted banking license for digital-only bank volt bank limited, marking the first step towards increased competition for traditional banks from newer, technologically driven entrants. While the country’s four largest retail and commercial banks are well placed to meet the challenges of digital disruption, smaller banks, building societies and credit unions will be more vulnerable.

Also in Australia, our update on the residential mortgage backed securities (RMBS) sector notes that housing affordability in Australia has improved marginally over the year to March 2018, as lower interest rates and moderate income growth outstripped the effect of higher housing prices.

More affordable mortgages decrease the risk of loan delinquencies and defaults – a credit positive for Australian RMBS.

In India, we look at the government’s final push for banks to recognize problem assets more accurately, which will reduce profitability for the sector in the near term, but produce benefits over the longer term.

On the events front, we will host an India Securitization Conference in Mumbai on 15 May, together with our affiliate ICRA. And registration is now also open for our 2018 Mid-Year China Credit Outlook Conference in Beijing on 5 June, Shanghai on 7 June and Shenzhen on 11 June. We will host these events together with CCXI, our affiliate in China.

Research

Banks – Australia: First fintech bank highlights challenges for the sector
[7 May] While the four largest retail and commercial banks are well placed to meet the challenges of digital disruption, smaller banks, building societies and credit unions will be more vulnerable.

RMBS - Australia: Housing affordability to improve on property market slowdown
[7 May] Housing affordability for new mortgage borrowers — measured as the proportion of household income needed to meet mortgage repayments — improved marginally on average across Australia over the year to March 2018, because lower interest rates and moderate income growth outstripped the effect of higher housing prices.

Inside China: May-2018
[2 May] In particular, Moody's says that the direct effects of proposed US tariffs on China's exports and economy are likely underestimated, and that the full extent of their overall impact will be seen through knock-on effects.

Banks - India: A final push for NPL recognition will hurt profitability in coming quarters
[2 May] While this push will increase the already-high non-performing loan ratios and provisioning burdens for India's banks, and strain their profitability in the near term, cleaner balance sheets in the long run will be credit positive for the sector.

Property - China: Sales growth is slowing amid tight onshore credit
[2 May] Year-on-year national contracted sales growth (on a sales value basis) fell to 11.4% for the first quarter of 2018 from 20.2% for the first quarter of 2017, largely due to tighter bank financing for homebuyers.

Moody’s Credit Outlook on 3 and 7 May

[7 May] Baidu’s plan to divest its Finance Service Group is credit positive; Origin Energy will benefit from APLNG investment’s revenue outperformance; China finalizes asset management regulation, a credit positive.

[3 May] Regulator’s governance concerns at Commonwealth Bank of Australia are credit negative; Lodha Developers’ planned IPO is credit positive; Emeco’s proposed acquisition of Matilda Equipment is credit positive.
