The European Banking Authority (EBA) finalized the implementing standards for the Pillar 3 Data Hub (P3DH) for “large and other institutions.” The data hub aims to centralize prudential disclosures of banks, making this data publicly available through a single electronic access point.
This initiative has the potential for far-reaching strategic implications for banks and other market participants.
Technical details and timelines
The implementing standards detail the information technology solutions and processes that large and other institutions must follow when submitting their respective Pillar 3 disclosures. Among other features, the Hub will enable API-enabled data downloads and include data visualization tools to facilitate comparisons across institutions, countries, and portfolios using a standardized format. Key dates include:
June 30, 2025: First disclosure reference date for large and other institutions.
December 31, 2025: First disclosure reference date for small and non-complex institutions (SNCIs).
The implementing standards for SNCIs and the resubmission policy will be proposed separately and are expected in the first half of 2025. The mandate to develop a P3DH is part of the Banking Package (CRR3/CRD6) that implements the latest Basel III reforms in the EU.
Integration with ESAP
The EBA P3DH is linked to the European Single Access Platform (ESAP), an EU project aimed at centralizing the disclosure of public information in the EU single market. The EBA will collect Pillar 3 information in the context of this project. Once data is received in the P3DH (via EUCLID) and the ESAP is implemented, the EBA is expected to feed this information into the ESAP by 2030.
Onboarding plan
The technical package with the Pillar 3 templates is to be included with the reporting framework release 4.1. During the first quarter of 2025, the EBA aims to publish a plan covering:
Onboarding information: Details for large and other institutions, including a demonstration of the submission interface.
Identification system: Confirmation of the identification system to be used when submitting Pillar 3 reports.
Go-live dates: Dates for submissions with reference dates in June, September, and December 2025.
Strategic implications
This data centralization initiative is expected to enhance the regulator ability to monitor banking sector health, assess systemic risks, and enforce compliance with capital requirements. Banks will need robust data governance frameworks to ensure accurate and timely reporting. While banks may initially face implementation challenges, the P3DH has the potential to deliver long-term benefits, including increased efficiency, automation, data consistency, and transparency.
With the June 2025 deadline approaching, banks must begin formulating their implementation plans immediately. Submission of quantitative data to the EBA Data Hub will be in XBRL-csv format, necessitating an automated and up-to-date reporting and disclosure solution. An effective solution would also consider the BCBS 239 principles for risk data aggregation and reporting.
